The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are fought: positive announcements are issued from various governments. Immense energy is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by current data. From observation points, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through statements or actions, from believing that the situation will not shift further in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
